Webb Simpson stays focused, claims U.S. Open

Webb Simpson, U.S. Open champion. (Getty Images)

A good rule for the U.S. Open: Keep your head while those around you are losing theirs. A better rule: Shoot low while others are shooting themselves in the foot.

Webb Simpson did both, erasing a couple early mistakes ? and a four-shot deficit ? to win what turned out to be a nail-biter of a U.S. Open.

Simpson bogeyed two of his first five holes and stood at +5, his hopes apparently vaporized. But then came three straight birdies, and four in five holes, and presto, he was right back in the mix. A fortunate par save on 18, from the exact same spot that Tiger Woods chunked a shot on Saturday, and Simpson found himself in the lead by a stroke and waiting for Jim Furyk and Graeme McDowell to finish their final holes.

[Also: Tiger Woods has devoted, if disappointed, fans]

Both men made it interesting; McDowell birdied 17 and missed a 24-foot putt on 18. Furyk, who had held the lead since Friday afternoon, gave up a costly bogey on 16 and put his approach on 18 into the sand. But in the end, both men missed their opportunity, and Webb Simpson had the U.S. Open trophy drop into his hands.

There's always irony in golf, and Simpson embodies one such story: He was an Arnold Palmer scholar at Wake Forest, and one of Palmer's most famous defeats came right at Olympic in 1966. He stepped to the tenth tee leading by seven shots, yet fell apart and would lose to Billy Casper in a playoff.

There would be no such playoff for Simpson, who watched calmly in the clubhouse as the two U.S. Open champions tried to match him but fell short. And at just 26 years old, Simpson has many more opportunities to capitalize on his newfound success.

Insert Coin: Atlas human-powered helicopter gunning for elusive Sikorsky prize (video)

In Insert Coin, we look at an exciting new tech project that requires funding before it can hit production. If you'd like to pitch a project, please send us a tip with "Insert Coin" as the subject line.

insert-coin-atlas-human-powered-helicopter

The AeroVelo group, a team of students and professional engineers, wants its Atlas helicopter to hover for one minute, reaching at least three meters (10 feet) powered by human muscle alone. If the grunt-powered machine succeeds, it'll nab the American Helicopter Society International's $250,000 Sikorsky Prize, which has gone unclaimed since it launched in 1980 -- with the best efforts barely leaving the ground. But the University of Toronto-based team reckons it has the chops, with two PhDs aboard and Snowbird, the first successful human-power ornithopter, under its belt. The Atlas will feature four rotors like a 1994 design from Japan, which flew for 19 seconds, a simple and stable configuration that required less pilot power than other models. The would-be flyers have rustled up more than $27k toward the $30k target with 35 hours left, so if you'd like to help out -- and fulfill the dream of eccentric inventors everywhere -- hit the source link for details.

Wildfire risk to homes is most related to location, study finds

The expression "location, location, location" doesn't apply just to buying real estate; it can also determine whether a house burns down in a wildfire.

Researchers who studied data on more than 5,500 buildings damaged or destroyed in Southern California fires during the last decade found the most vulnerable structures were in certain places and certain arrangements.

The results, recently published in the online journal PlosOne.org, have important implications for wildfire protection policies in the Southland, which focus on brush clearance and fireproof construction. That is not enough, say the authors, who argue there are some places where homes simply shouldn't be built.

"We're finding that geography is most important?where is the house located and where are [houses] placed on the landscape," said the paper's lead author, research scientist Alexandra Syphard of the Conservation Biology Institute.

Syphard and her coauthors from the U.S. Geological Survey and the University of Wisconsin gathered data on 700,000 addresses in the Santa Monica Mountains and part of San Diego County. They then mapped the structures that had burned in those areas between 2001 and 2010, a time of devastating wildfires in the region.

Buildings on steep slopes, in Santa Ana wind corridors and in low-density developments intermingled with wild lands were the most likely to have burned. Nearby vegetation was not a big factor in home destruction.

"If you want to predict whether or not a home will be lost in a fire, going out and looking at the surrounding fuels is not going to tell you nearly as much as looking at the location and the frequency of fires in that location in the past," said coauthor Jon Keeley, a USGS research scientist and chaparral expert.

Comparing the state's fire hazard maps with their own results, the researchers also concluded that on a local community scale, the state maps were not very good at identifying the most vulnerable areas.

The state maps estimate fire risk based on wild land fuel distribution, assuming that the denser and older the brush, the greater the threat. Because most of the Santa Monicas are covered with coastal scrub and chaparral, the state maps put most of the range in the medium- or high-risk category.

But during the study period, home loss was concentrated in only a portion of the Santa Monicas: in the Malibu area, which sits in the path of hot, dry Santa Ana winds that carry embers for miles.

Looking at vegetation growing within roughly half a mile of structures, the authors concluded that the exotic grasses that often sprout in areas cleared of brush could be more of a fire hazard than the brush. "We ironically found that homes that were surrounded mostly by grass actually ended up burning more than homes with higher fuel volumes like shrubs," Syphard said.

Dry grasses ignite quickly and flames race through them, easily outrunning attempts to contain them. Firefighters have seen "greater structure loss and greater loss of life from the flashy grass fires," said Los Angeles County Deputy Fire Chief John Todd, adding that it was critical for residents to cut back neighboring grasslands.

Along with geography, historic wildfire frequency was a harbinger of future destruction. Areas that had burned most frequently between 1910 and 2000 were the ones most likely to have lost buildings in the past decade. "There are certain fire corridors where we repeatedly get fires," Keeley said. "If you're in an environment that historically had a lot of fire, today you're much more vulnerable."

Land use planners and the firefighting community should be taking such factors into account, the researchers argue. Just as there are flood zones where construction is restricted, there should be fire zones designated where development is discouraged through insurance and tax policies and local planning guidelines.

"It's the most difficult thing to achieve, but it could result in the most significant protection," Syphard said, acknowledging the political sensitivity of that approach.

L.A. County planners have begun to take fire hazard into consideration. In 2004, the county adopted an ordinance setting certain ridgelines off limits for home construction because of the fire danger. But most county regulations deal with building standards or siting on a parcel, such as prohibiting open eaves or discouraging long driveways that hinder firefighter access.

Private parcels were laid out long ago in the Santa Monicas, limiting what the county can do in terms of clustering development or keeping it out of wind corridors, said Gina Natoli, a supervising regional planner for the county. "The pattern has been set."

Fire-prone spots are often the most popular home sites. "In the Santa Monica Mountains, they want to have their home on the edge of the cliff so they can have a better view of the ocean," Todd said. "It's going to reduce the survivability of your home."

Particles point way for Voyager

Scientists working on Voyager 1 are receiving further data suggesting the probe is close to crossing into interstellar space.

The Nasa mission, which launched from Earth in 1977, could leave our Solar System at any time.

It is now detecting a sharp rise in the number of high-energy particles hitting it from distant exploded stars.

The observation was predicted, and is another indication that Voyager will soon reach its historic goal.

"The laws of physics say that someday Voyager will become the first human-made object to enter interstellar space, but we still do not know exactly when that someday will be," Ed Stone, the Voyager project scientist at the California Institute of Technology in Pasadena, said in a Nasa statement.

"The latest data indicate that we are clearly in a new region where things are changing more quickly. It is very exciting. We are approaching the Solar System's frontier."

Voyager 1 is travelling at about 17 km per second (38,000 mph), and is almost 18 billion km (11 billion miles) from Earth.

The vast separation means a signal from the probe takes more than 16 and a half hours to arrive at Nasa's receiving network.

In the last three years, Voyager has seen a steady increase in the number of cosmic rays entering its two high-energy telescopes, but in the past month the counts have jumped markedly.

Nasa's Voyager probes

  • Voyager 2 launched on 20 August 1977; Voyager 1 lifted off on 5 September the same year
  • Their official missions were to study Jupiter and Saturn, but the probes were able to continue on
  • The Voyager 1 probe is now the furthest human-built object from Earth
  • Both probes carry discs with recordings designed to portray the diversity of culture on Earth

The cosmic ray count is one of three indicators Nasa is using to determine when the probe has moved to interstellar space.

The second is a change in the intensity of the energetic particles Voyager detects around it coming from our Sun.

The number of these hits is declining, but not dramatically so, which should happen when Voyager leaves the region of space dominated by our star.

A third indicator will be a change in the direction of the magnetic field lines. These are expected to undergo a major reorientation when Voyager breaks into interstellar space.

Voyager 1 was launched on 5 September 1977, and its sister spacecraft, Voyager 2, on 20 August 1977.

The probes' initial goal was to survey the outer planets Jupiter, Saturn, Uranus and Neptune, a task they completed in 1989.

They were then despatched towards deep space, in the general direction of the centre of our Milky Way Galaxy.

Their plutonium power sources will stop generating electricity in about 10-15 years, at which point their instruments and transmitters will die.

The Voyagers will then become "silent ambassadors" from Earth as they move through the Milky Way.

Voyager 1 is on course to approach a star called AC +793888, but it will only get to within two light-years of it.

Voyager 2 was launched before Voyager 1 and was put on a slower path to interstellar space. It is currently 14.7 billion km from Earth.

It is hurtling towards a star named Ross 248, but, again, even at its closest, it will still be a whole light-year away.

Kimberly Abbott: Central Asia: Region in Decline (AUDIO)

The countries of Central Asia are in the midst of a deep crisis. Often overshadowed in international circles by their war-torn neighbor to the south, Afghanistan, most of the Central Asian "Stans" -- Tajikistan, Kyrgyzstan, Turkmenistan, Kazakhstan, and Uzbekistan -- are experiencing a slow, painful decline, with their own governments largely to blame. Kazakhstan is in less trouble, but shows little interest in reform or the ability to handle labour unrest or so-far low-key challenges from insurgent groups.

Central Asia provides a textbook example of the damage that endemic corruption does to a country. The education and health systems in places like Tajikistan and Kyrgyzstan, for example, are nearing total collapse. Many teachers leave in the middle of the school year in favor of better-compensated jobs as migrant laborers in Russia. Rates of unemployment are extreme, especially in Tajikistan, where the economy scrapes by on remittances from workers abroad in Russia. Rural areas there are hardest hit -- some might receive just an hour of electricity a day in the winter. Here and elsewhere in the region, the capitals fare better, but only because leaders have learned to prevent angry crowds in the centers of power.

For now, the United States is the most visible external power in Central Asia, with critical supply routes running through the region into and out of Afghanistan in what is called the Northern Distribution Network (NDN). The Pentagon expanded these lines after tensions with Pakistan shut down routes into southern and eastern Afghanistan. But as the United States begins to withdraw from Afghanistan, there will be a window of opportunity for other powers to stretch an arm of influence into Central Asia. Russia, the traditional outside power in the region, would like to maintain what it calls its "privileged relations" in the region. It has neither the money to win over regional leaders, nor the troops to protect them, however, should the need arise.

China, on the other hand, is on the way up, and is likely to be the predominant external force in Central Asia after the U.S. and NATO complete their drawdown. China is likely to establish roots in Central Asia after the U.S. completes its withdrawal from Afghanistan, scheduled for late 2014. China's interests center on the region's abundant natural resources, in particular oil and gas. And China alone possesses the technical and financial capability to exploit these resources on a large scale. But it may also find itself charged with shoring up the security of some of the most vulnerable Central Asian states.

Beyond corruption, Central Asia's most chronic problem may well be Afghanistan. During the United States' long war in South Asia, Central Asian fighters joined the Taliban insurgency, providing a security reprieve for weak states like Tajikistan. As the war ends, those fighters may return home, with unpredictable but potentially volatile results.

Looking forward, the Chinese government must improve its clumsy and insensitive labor and environmental policies if it wants to stay in Central Asia for the long term. The Chinese may also find themselves pulled into the region's corruption and security concerns -- for instance, some analysts fear that radical Islamist fighters in Afghanistan could spread north, even as far as China's Xinjiang province.

I spoke with Paul Quinn-Judge, Deputy Asia Director for the International Crisis Group, about what to expect in Central Asia in the coming years. Listen to our conversation here.

Kanye West's L.A. home burglarized

Eric Ryan / Getty Images file

Kanye West and Kim Kardashian in Paris, France.

By Natalie Finn and Sharareh Drury, E! Online

Kanye West should have left all of the lights on. Just as his camp was compelled to deal with a mix-up over a naked photo that kinda looked like Kim Kardashian, the rapper's Los Angeles home was being burgled.

Maybe they thought that "for sale" meant "open house" ...

More from E! Online: Kanye West's camp responds to nude Kim Kardashian photo rumor

Police have confirmed to E! News that officers responded today to an early-morning call about a burglary on West's block.

The resident was not home at the time of the break-in; LAPD were not able to confirm whether any property was taken, and it's an ongoing investigation. There is no suspect information at this time.

West's rep has not yet responded to a request for comment. Then again, he's been busy.

But it's not as if West is now living at the corner of 808s & Heartbreak. He unsuccessfully tried to sell the three-bedroom abode in 2010 for almost $4 million, and he recently took quiet steps to unload it yet again --coincidentally, just as Kardashian pocket-listed her own home in Beverly Hills.

Lindsay Lohan Car Accident Turns Bizarre

As with anything that happens with Lindsay Lohan, it’s extremely difficult to figure out what the heck happened. All we know is that her black Porsche slammed into the back of a dump truck. The news broke a few days ago that Lindsay Lohan managed to slam her sports car into the back of a huge truck. From there, it became a question of how. People wondered if the former jail-bird was sober and if she was going to be headed back to jail. The one piece of surprising new information we have is that she was not wasted. Usually when Lohan is in the news there is something else going on. There was the alleged jewelry theft, the drugs, the drinking, the car accidents, a now this. But believe it or not, there is apparently not drugs or alcohol involved. Both she and her passenger were “not impaired” after police responded to the stretch of the Pacific Coast Highway where the accident occurred. The only issue is that they still don’t know the cause. What’s even stranger is that no one knows if Lindsay was driving or not. That’s a little strange, but, hey, we are talking about a [...]

DA Files Workers' Compensation Fraud Charges Against Former ...

SACRAMENTO (CBS13) ? A former California Highway Patrol Officer is accused of faking an injury to collect workers? compensation payments.

The Sacramento County District Attorney?s Office announced Friday it filed felony workers? compensation insurance fraud and attempted perjury charges against former officer Brian Christopher Hansen, 30.

DA Files Workers Compensation Fraud Charges Against Former CHP Officer

The complaint alleges that between Nov. 14, 2008 and Oct. 1, 2011, Hansen made numerous false statements to various doctors, investigators and in a sworn deposition regarding the extent of his physical disabilities caused by an on-duty injury to his back.

Hansen stated that because of pain from his back injury, he could only drive for short periods of time, could not sit for more than 30 minutes, could not pick up items weighing more than 10 pounds, and was so restricted in his physical abilities that he could not even perform limited office duties.

The CHP?s Office of Internal Affairs Workers? Compensation Insurance Fraud Investigation Unit opened a case against Hansen. Videotaped surveillance showed him driving for hours at a time, moving furniture when he changed residences, bending over and picking up items weighing more than 30 pounds, and engaging in everyday activities with no signs of any physical limitations, the DA?s office said.

In its press release, the DA?s office said ?By falsely misrepresenting the extent of his physical disability, Hansen received several thousands of dollars in disability benefit payments to which he was not entitled.?

Hansen graduated from the CHP Academy in 2007 and left the department this January. The Redding native worked for the Shasta County Sheriff?s Office before joining the CHP.

Integrating Math Manipulatives In Home Mathematical Programs ...

Math manipulatives are objects designed in such a way that a learner gets to understand mathematical concepts by maneuvering with them. They can be viewed as mind games through which ideas can be demonstrated in an interesting and interactive way.

Using them is particularly helpful since most people learn much easily when they interact with physical objects. They essentially accelerate and deepen student?s ability to conceptually understand concepts. Therefore, they are great tools for changing the perspective of students who find learning mathematics boring and difficult.

This method of learning is mostly employed by teachers in elementary and middle schools. However it also works even in other advanced stages. This is because almost all branches of mathematics have at least one manipulative that can assist a learner to internalize ideas.

One of the main setbacks in the use of these learning aids is the fact that most teachers feel inadequately informed on how to use them . They therefore shy from using them to teach. This denies the students the many advantages that come with the use of teaching aids. However, you can still make up for this inadequacy by having them and using them at home to teach your kids.

By having them at home, it is easy to make them everyday objects. Most of them can be used to spend leisure time since they are also interesting. For young children who have not started schooling, there are special objects they can play with and at the same time engage their young brain. This early exposure prepares a child?s brain to tackle more complex things in future. This is because, generally, whatever is learned at early stages of life tends to be retained easily.

Many among these manipulatives are readily available in the market and are relatively inexpensive. There are also numerous companies from which one can order them either online or from catalogs. No matter where you are located these materials can be delivered by many channels including via mail. This makes acquiring them very much easy and favorably cheap.

Information on how to operate and use is normally provided with the packaged material. In addition, there are numerous articles in educational journals and in the internet giving instructions on the use of manipulatives. These instructions are usually written in such a way that they are easily understood. As a result most people can learn how to use the material by themselves.

Having these objects at home and regularly maneuvering with them almost guarantees increased ability to solve problems. This is because one will have unlimited access and long exposure. Normally this causes an addiction of some kind which subsides only after solving all the mysteries in the object. This cultivates persistence and problem solving skills.

For students and parents whose children have a problem understanding mathematical concepts, integrating math manipulatives in their home learning programs is their best bet of improving. Even those who are comfortable with the subject can maximize their abilities in this way. It is therefore a project everyone should consider undertaking.

Finding more about math manipulatives to help children learn fundamental math principles is not hard. If you are looking for information on math manipulatives for childen, review the information available here to find out more.

CMT Award Fashion Face-Off: Hayden Panettiere vs. Ashley Greene

The 2012 CMT Awards didn't merely pit country singer against country singer across a broad spectrum of categories.

It also set up an intense fashion face-off between a hero and a vampire.

That's right, both Hayden Panettiere - who will show off her own singing voice on the upcoming ABC drama Nashville - and Ashley Greene walked the red carpet at the event, each looking pretty and each angling for your vote. But who will actually get it?

Samsung fights Apple move to block Galaxy sales

(AP) ? Samsung Electronics Co. said Thursday it will fight Apple's move to stop U.S. sales of its new Galaxy phone in the latest flare-up of an intellectual property battle between the world's top smartphone makers.

Samsung said it will vigorously oppose Apple's request for a court to ban sales of the Galaxy S III smartphone and still plans to go ahead with the device's scheduled release in the U.S. on June 21.

The South Korean company said in a statement that it will "demonstrate to the court that the Galaxy S III is innovative and distinctive."

On Tuesday, Apple Inc. asked a U.S. district court to temporarily ban sales of the S III smartphone before its launch in the United States. The maker of the iPhone accused Samsung of infringing two Apple patents.

The request, if accepted by the U.S. District Court for Northern California, would deal a blow to Samsung's attempt to get a headstart on sales of Apple's next iPhone.

The S III smartphone went on sale in Europe on May 29 and will be offered by around 300 mobile carriers in Asia and North America later this month.

The early launch puts Samsung in a favorable position to take a bigger chunk of the lucrative smartphone market. While Apple is keeping mum on its annual iPhone upgrade, many analysts expect the new iPhone to go on sale as early as July.

Samsung has become the biggest threat to Apple's clout in the mobile market as its Galaxy series of smartphones won popularity among consumers seeking an Android-powered device.

Most market research firms say Samsung overtook Apple in smartphone shipments for the first time during the first three months of this year.

Samsung and Apple have been embroiled in bitter patent lawsuits in North America, Europe and Asia since Apple accused Samsung of copying its iPhone in April 2011.

Chief executives of the two companies met in San Francisco last month after a court instructed them to negotiate, but the talks didn't produce a settlement.

Amid the legal battles, the two companies continue to do business with each other.

Samsung counts Apple as among its largest buyers of chips and display screens while Apple relies on Samsung for mobile components.

Cronus adapter lets you play Xbox 360 with a PS3 controller and vice versa (video)

There's nothing quite so enlightening as a solution to a problem you didn't realize you had. RaptorFire's booth, tucked away in the back corner of the LA Convention Center's South Hall was offering up just that, in form of Cronus, a little USB stick that the company promises will "change how you look at gaming." While the little USB adapter's functionality isn't quite so grandiose (same goes for the company's assertion that it's "the greatest invention in gaming since the controller"), the peripheral offers up an interesting proposition -- being able to control your Xbox 360 with a PlayStation 3 controller -- and the other way around. Oh, and Wiimotes are in the mix, as well.

The Cronus is a black USB dongle with a small single digit display on the top and a USB input on the rear. Plug it into the console of your choice, sync it up and you should be good to go. We played a round of Battlefield 3, using an Xbox 360 controller on a PS 3 -- and things went smoothly. We didn't get a chance to actually try out the syncing process, but the device's manufacturer assured us that it's quite smooth, for what that's worth.

Panetta: Patience with Pakistan 'reaching limits'

KABUL, Afghanistan (AP) ? U.S. Defense Secretary Leon Panetta on Thursday pressured Pakistan to do more to root out the al-Qaida-linked Haqqani terrorist network, saying American officials are "reaching the limits of our patience."

At a news conference in neighboring Afghanistan, Panetta repeatedly emphasized U.S. frustration with attackers crossing the border from Pakistan. It's essential that Pakistan stop "allowing terrorists to use their country as a safety net in order to conduct their attacks on our forces," he said alongside Afghan Defense Minister Abdul Rahim Wardak.

"We have made that very clear time and time again and we will continue to do that, but as I said, we are reaching the limits of our patience," Panetta said.

Panetta's explicit and repeated criticism of Pakistan's inaction, which he also voiced in his visit to India, appeared to signal a somewhat tougher stance and a suggestion that the U.S. is becoming even more willing and quick to strike terrorist targets inside Pakistan. A senior U.S. official acknowledged Thursday that the recent increase in drone strikes on insurgents in Pakistan is due in part to frustration with Islamabad. The official spoke on condition of anonymity to discuss sensitive operations.

The Haqqani group has been blamed for several attacks on Americans in Afghanistan, including last year' assault against the U.S. Embassy and NATO headquarters with rocket-propelled grenades. The group, which also has ties to the Taliban, has emerged as perhaps the biggest threat to stability in Afghanistan.

U.S. lawmakers from both parties have been urging the State Department to designate the Haqqani network a foreign terrorist organization.

The United States has given Pakistan billions of dollars in aid for its support in fighting Islamist militants. Despite pressure from the U.S., Pakistan has remained reluctant to go after insurgents, particularly the Haqqani network.

"It is an increasing concern that the safe haven exists and that there are those ? likely Haqqanis ? who are making use of that to attack our forces," Panetta said in his second day of blunt criticism of Pakistan.

For more than three decades the Haqqani network, led by the elderly Jalaluddin Haqqani, has maintained headquarters in Pakistan's Miran Shah district of North Waziristan. Pakistan has denied aiding the Haqqanis, and the Pakistani military has refused to carry out an offensive in the North Waziristan tribal region, saying it would unleash a tribal-wide war that Pakistan could not contain.

Panetta said the U.S. continues to see Haqqani fighters moving from Pakistan into Afghanistan to attack American forces ? most recently on June 1 when he said they detonated a truck bomb and then tried to storm Forward Operating Base Salerno in Khost province. Some U.S. service members were wounded in the attack, which was repelled by coalition forces. Fourteen heavily armed militants were killed.

Panetta called it "an intolerable situation."

The Afghan defense minister also said that Pakistan could do more, saying the Pakistanis are in a better position to provide intelligence or take law enforcement or military actions.

"I do hope that gradually they will come to the conclusion to cooperate with us," Wardak said. "If that cooperation starts, we will be able to disrupt their command and control, disrupt their training, disrupt their weapon recruitment and also will be able to eliminate or capture their leadership."

"Without doing that, I think our endeavor to achieve victory will become much more difficult," he said.

Panetta arrived in Afghanistan on Thursday to take stock of progress in the war and discuss plans for the troop drawdown, even as violence spiked in the south.

Making his fourth trip to the war zone as defense secretary, Panetta acknowledged the increase in attacks and that the insurgents appear to be much more organized. But he insisted that the overall level of violence was down.

Panetta said he wants to get an assessment of the situation from the top U.S. commander, Marine Gen. John Allen, and see how confident he is about NATO's ability to confront the threats both from the Taliban and the Haqqani network.

"I think it's important to make sure we are aware of the kind of attacks they're going to engage in ... as we go through the rest of the summer," Panetta told reporters traveling with him during a stop in New Delhi, India, on Wednesday.

Panetta spoke to troops gathered at the airport in Kabul just a day after three suicide attackers blew themselves up in a marketplace in southern Afghanistan, killing 22 people and wounding at least 50 others. In the east, meanwhile, Afghan officials and residents said a pre-dawn NATO airstrike targeting militants killed civilians celebrating a wedding, including women and children. A NATO forces spokesman said the coalition had no reports of civilians being killed in a raid, but was investigating the allegations of civilian casualties.

Allen has to withdraw 23,000 American troops by the end of September, leaving about 68,000 U.S. military personnel in the country. Once the 23,000 U.S. troops depart, Allen is expected to review how the fighting season is going and then will begin to put together an analysis for President Barack Obama on how troop withdrawals will proceed next year.

The defense secretary joked with the troops in Kabul about the U.S. strike that killed an al-Qaida leader Monday, saying, "the worst job you can get these days is to be a deputy leader in al-Qaida, or for that matter a leader."

The space shuttle prototype Enterprise moved to its new home Wednesday, the flight deck of the Intrepid Sea, Air & Space Museum on the Hudson River in New York.

NASA's three real space shuttles ? the ones that rocketed into orbit ? also will spend their retirement in museums.

One is already on display. The other two will follow by year's end.

A quick look at each ship:

Discovery: Flown in April to Smithsonian's Udvar-Hazy Center near Washington Dulles International Airport in Virginia, taking the place of Enterprise. Fleet leader with 39 missions. Oldest survivor of the real shuttles. First flight in 1984, 39th and last in February-March 2011. Spent 365 days in space, traveled 148 million miles.

Endeavour: Still at Kennedy Space Center. Will be flown in September to California Science Center in Los Angeles. Youngest shuttle, built as replacement for the destroyed Challenger. First flight in 1992, 25th and last in May-June 2011. Spent 299 days in space, traveled 123 million miles.

Atlantis: Still at Kennedy Space Center. Will be transported down the road to the Kennedy Space Center Visitor Complex in November. First flight in 1985, 33rd and last in July 2011. Spent 307 days in space, traveled 126 million miles.

Enterprise: Flown in April from Smithsonian to New York. Prototype shuttle used in five approach-and-landing tests at Edwards Air Force Base, Calif., in 1977; dropped off back of modified jumbo jets with two-man astronaut crews and guided to landings. Never flew in space nor was it designed to do so. Used in NASA tests and traveling exhibits, then given to Smithsonian in 1985.

Dock is largest tsunami debris to arrive from Japan

Oregon Parks and Recreation Dept

This Japanese dock washed ashore on an Oregon beach Tuesday.

By Miguel Llanos, msnbc.com

A large dock that floated onto an Oregon beach is debris from last year's tsunami in Japan, Japan's consulate in Portland said Wednesday.

The 66-foot-long dock, which had been in use?in an area hit by the March 2011 tsunami, is the largest piece of debris discovered on North America's shores so far.?

"It?s one of four floating docks washed away by the tsunami, which means there are three more floating somewhere possibly," OregonLive.com quoted Deputy Consul General Hirofumi Murabayashi as saying.

A check for any radiation from Japan's Fukushima nuclear plant came up negative, said?Oregon Department of Parks and Recreation spokesman Chris Havel.

The department ?is overseeing efforts to remove the dock but hasn't decided yet whether to demolish it on site or have it towed off. "You can't preplan for stuff like this," Havel told msnbc.com.

A starfish native to Japan was found clutching to the structure, Havel said, adding that another concern is to keep out any nonnative species that might have hitched a ride on the dock.

The dock, which is?19 feet wide and 7 feet high,?washed ashore Tuesday on Agate Beach, a mile north of Newport in central Oregon.

Small groups had already gathered to see the dock and state police were posted to keep people from climbing on it.?

Debris continues to cross the Pacific, this time from a middle school destroyed by the tsunami. NBC's Brian Williams reports.

"I think that's going to change to large crowds," Havel said.

Some tsunami debris has begun arriving in recent weeks, including?a soccer ball that washed up in Alaska and a shipping container holding a Harley-Davidson motorcycle with Japanese license plates that turned up in British Columbia.?

Most debris is not expected until winter.

Buoys, bottles and cans believed to be from the Japan tsunami are surfacing in Washington State, Alaska and British Columbia, and scientists say the mess will be there for generations. NBC's Miguel Almaguer reports.

Anyone finding debris thought to be from the tsunami is advised to report it to DisasterDebris@noaa.gov.?

Military has no record of 'AGT' singer injury

NBC

Timothy Michael Poe on "America's Got Talent."

By Gael Fashingbauer Cooper

Timothy Michael Poe's?singing talent and his story of struggling back from a brain injury caused by a grenade in? Afghanistan?captivated the crowd on Monday's episode of "America's Got Talent." After just one song,?Poe was already being called a favorite to win it all.

The talent appears real. But could the story be exaggerated?

The 35-year-old from San Antonio?sang a pitch-perfect version of Garth Brooks' "If Tomorrow Never Comes," earning a standing ovation?and the chance to continue on the NBC show. But it was his background story as well as his voice that earned him two standing ovations.

Poe explained to the audience and the judges that the slight stutter he displayed onstage was caused by a war injury caused by a grenade blast in Afghanistan.

"My (military) career was ended in 2009," Poe said. "I had got hit by a grenade in Afghanistan and it broke my back and gave me a brain injury so that's the reason why I stutter."

In a filmed segment shown over photos of Poe in military uniform, he said that he had volunteered for a team that was clearing buildings and helping with the wounded when "there was a guy who came up with a rocket-propelled grenade."

"By the time I turned and went to go jump on top of my guys,?I yelled 'grenade!' and the blast had hit me," he said.

Poe also described vividly how he felt after the injury, saying, "When I was laying there I thought I'd never see my daughter walk down the aisle or throw the baseball with my son or be able to hold them and see them."

But military records don't match Poe's story, the Associated Press reports.

"Sgt. Poe?s official military records do not indicate that he was injured by a grenade in combat while serving in Afghanistan in 2009, as he reports,? Lt. Col. Kevin Olson, a spokesman for the Minnesota National Guard, said in a statement to the AP.

He also noted that there was no record of Poe receiving the Purple Heart, awarded to military members injured in enemy combat, though Poe never claimed he had the medal, the AP points out.

"We looked very closely at?(Poe's) record," Olson?told the AP.?"We did not find something to substantiate what he said."

The AP reports that Poe served with the Minnesota Army National Guard from December 2002 through May 2011, working as a supply specialist, and was deployed in Kosovo from Oct. 10, 2007, to July 15, 2008, then served in Afghanistan for about a month in 2009.

Poe's stutter came and went onstage. He said that he didn't stutter when he sang, which was true, but celebrating after the performance with host Nick Cannon he didn't stutter once, a fact Cannon pointed out. "Oh, see that's amazing!" said Poe at the time.

NBC and Poe had no comment on the AP report.

"AGT" judge Howard Stern was impressed with Poe's talent and his tale, saying on the show, "I do want to thank you for your service in Afghanistan. I don't know what to say to a hero like you."

But Wednesday morning on his Sirius XM satellite radio show, Stern had obviously seen the reports about Poe's past.

?You never lie about your military service," he said, angrily, according to the New York Daily News.?"This lie is so wrong on so many levels ... This really sickens me."

Do you think he made up the injury, or could there be another explanation? Tell us on Facebook.

Cops: Hand, foot delivered to Vancouver schools

After two Vancouver schools received packages in the mail containing body parts, authorities are investigating whether there is a connection with Luka Magnotta, the Canadian porn star arrested in Berlin for allegedly murdering and dismembering an acquaintance. NBC's Michelle Kosinski reports.

By Isolde Raftery, msnbc.com and NBC News

Updated at 8:22 a.m. ET: Police have confirmed that a human hand and a foot were delivered to separate elementary schools in Vancouver, B.C., just days after body parts were delivered to the headquarters of Canada?s federal Liberal and Conservative parties.

At a news conference Tuesday, Vancouver Deputy Police Chief Warren Lemcke could not say whether the body parts were connected to the killing and dismemberment of Chinese student Jun Lin in Montreal. The suspect in that murder, Luka Mangotta, 29, was arrested Monday at an Internet caf? in Berlin where he had been reading about himself. He appeared in court behind closed doors at a district court in Germany on Tuesday where he was presented with an arrest warrant, according to NBC News' Andy Eckardt.

Back in Montreal, authorities have discovered several of murder victim Jun Lin?s body parts, although his head, hands and a foot remain missing, according to the Toronto Star. Police there also said that video footage from the killing taken by Magnotta seems to show him eating Lin?s body.

Interpol began searching Thursday for Magnotta, who faces first-degree murder charges in Lin?s death.

Authorities believe that Magnotta flew from Montreal to Paris after posting the grisly murder online, and partied there for days before moving on to Berlin. Witnesses told police that he partied in the Bastille area in east Paris, according to The Associated Press.

Magnotta may be extradited this week, according to the AP.

Grisly murder posted online
Montreal police say?Magnotta filmed the Chinese student's murder and posted it on a website specializing in gore. The video shows a man with an ice pick stabbing another naked, bound male. He also dismembers the corpse and performs sexual acts with it in what police called a horrifying video.

Interpol / EPA

Luka Magnotta, a Canadian porn star accused of murdering and dismembering a Chinese man in Montreal, was arrested in Berlin after partying for several days in Paris.

The warning signs apparently were already there. For nearly two years animal activists had been looking for a man who tortured and killed cats and posted videos of his cruelty online. Since Jun Lin's murder, Montreal police have released a photo from the video which they say is of Magnotta.

Magnotta was accused of sexually assaulting a woman in 2005, but the charges were dropped, the lawyer who represented him at the time said.

In a crime scene Montreal police say is the worst they have seen, his Montreal apartment included a bloody mattress and pools of blood on the floor and in the refrigerator. The police said a janitor found a torso with no head or limbs in a suitcase in an alley behind the building.

Toronto lawyer Peter Scully said he represented Magnotta in a fraud case in 2004 and a sexual assault case in 2005.

"I've had lots of creepy characters and Eric did not stand out as one of them," he said. Scully refers to his client by his previous name, Eric Newman.

Deputy Chief Warren Lemcke briefs reporters about human remains delivered to two Vancouver, B.C. schools on Tuesday.

But Nina Arsenault, a Toronto transsexual who said she had a relationship with Magnotta over a decade ago, described him as a drug user with a temper, who sometimes turned his anger on himself, hitting himself on the head, and other parts of his body.

While Magnotta described himself in an online video interview with a site called "Naked News" as a stripper and male escort, Lin was registered as an undergraduate in the engineering department and computer science at Concordia University in Montreal.
