Bank of England leaves rates, QE unchanged

LONDON (Reuters) - The Bank of England left monetary policy unchanged on Thursday, voting as expected to stick with last month's decision not to buy more government bonds to bolster Britain's stagnant economy.

The decision comes despite finance minister George Osborne saying on Wednesday that Britain's economy would grow much more slowly than expected over the next three years and that a key debt reduction goal would not be met.

The forecasts also showed Britain's economy was likely to shrink over the last three months of 2012 - a prospect reinforced by weak trade data earlier on Thursday and downbeat purchasing managers' surveys this week.

After a two-day meeting, the BoE's nine-member Monetary Policy Committee said its main interest rate would stay at a record-low 0.5 percent and it would not add to the 375 billion pounds ($603 billion) of bonds it has bought so far.

None of the 66 economists polled by Reuters last week had expected a change in interest rates or in the BoE's quantitative easing bond buying total, and there was no immediate market reaction to the decision.

"October's rise in inflation, the deal to transfer interest receipts ... to the government as well as doubts about the impact of more QE in the current economic environment, makes it reluctant to do more," said Joost Beaumont, an economist at Dutch bank ABN AMRO.

Britain recorded economic growth of 1.0 percent in the third quarter of 2012, marking an end to nine months of recession - its second since the 2008-09 financial crisis.

But most of the rebound was driven by a technical bounce due to the London Olympics and extra public holidays in the preceding quarter.

STICKY INFLATION

Last month's decision not to loosen monetary policy further was driven by an unexpectedly big jump in inflation in October to 2.7 percent, as well as a government decision to take back gilt interest paid to the BoE, which was tantamount to about 35 billion pounds of extra asset purchases.

Consumer price inflation has been above the BoE's 2 percent target since December 2009.

Economists are roughly split on whether the BoE will restart asset purchases in future. However, any restart is not expected before February at the earliest, when the BoE publishes its next quarterly economic update.

"Doubts over the momentum of the recovery suggest there will still be some serious discussions over whether to sanction further asset purchases," said Investec economist Philip Shaw.

"Our own view is that the economy will show some signs of life again over the next couple of months and that inflation will climb above 3 percent early next year, and so we do not expect the MPC to extend QE in 2013. But this could be a close run thing," he added.

BoE Governor Mervyn King and his deputy governor Charlie Bean both left the door open to future asset purchases in statements last week, while one MPC member, Paul Fisher, told a parliament committee that the economy might well need more stimulus early next year.

Analysts were also surprised when Ben Broadbent, whom most place at the more hawkish end of the MPC, said he had mulled further stimulus in November.

In the longer term, the future of the BoE's asset purchases will lie in the hands of King's successor, current Bank of Canada governor Mark Carney, who takes over in London in July.

A further key factor will be the success of the BoE's Funding for Lending Scheme, which started in August and aims to spur lending and lower households' and firms' borrowing costs by offering banks cheap finance if they lend more.

Ship sinks off Dutch coast, 4 dead, 7 crew missing

THE HAGUE, Netherlands (AP) ? Four crew members died and seven were missing in the icy waters of the North Sea, after a cargo ship collided with another vessel and sank off the Dutch coast Wednesday night, rescuers said.

"We can confirm that four bodies have been found, along with 13 people rescued alive," said Coast Guard spokesman Marcel Oldenburger.

He said a massive air and sea rescue operation involving several helicopters, two navy patrol ships and even one of the ships involved in the collision would continue through the night in an effort to find the remaining seven sailors.

Another Coast Guard spokesman, Peter Verburg, said in the early hours of Thursday that the search was carrying on even though "the chance of finding anyone alive now is virtually zero."

"We are doing all we can, but time is overtaking us," he told The Associated Press in a telephone interview.

The 148-meter (485-foot) Baltic Ace collided with the 134-meter (440-foot) container ship Corvus J in darkness near busy shipping lanes some 65 kilometers (40 miles) off the coast of the southern Netherlands. The Baltic Ace, carrying a cargo of cars, had a crew of 24 which was forced to abandon ship as it sank quickly.

By around 10 p.m. (2100 GMT), 11 crew members had been rescued by helicopters and two more by ships, the coast guard said in a statement. Rescuers were using infrared cameras to hunt for more survivors.

"We still hope to find them," Kees Brinkman, a spokesman for rescuers, told Dutch television nearly four hours after the collision. But, he added, "their chances of survival are shrinking" if they are in the water.

The Dutch Defense Ministry said in a statement two navy patrol ships were aiding the search. "Helicopters are trying, in (strong wind) and high waves to bring the people to safety," the ministry said.

Verburg said the 12-man crew of the Corvus J was still on board the ship, which was helping in the rescue operation. Details of its cargo were not immediately available. "It is badly damaged, but not in danger of sinking," Verburg said of the Corvus J.

The coast guard spokesman said the cause of the collision was not known. "At the moment we are solely focused on getting the people to safety," he said. Four of the survivors were being flown to a hospital in Rotterdam and seven to an airbase in Belgium.

The Baltic Ace, sailing under a Bahamas flag, was heading from the Belgian port of Zeebrugge to Kotka in Finland, and the Cyprus-registered Corvus J was on its way from Grangemouth in Scotland to Antwerp, Belgium.

Highway tunnel ceiling slabs fall in Japan, kill 9

TOKYO (AP) ? Concrete ceiling slabs fell onto moving vehicles deep inside a long Japanese highway tunnel, and authorities confirmed nine deaths before suspending rescue work Monday while the roof was being reinforced to prevent more collapses.

Two vehicles caught fire in the accident Sunday morning, and heavy smoke initially hindered rescue efforts. The location of the accident about 1.7 kilometers (a mile) inside the 4.7-kilometer (3-mile) long Sasago Tunnel was also making the work difficult.

The nine dead were traveling in three vehicles in the tunnel about 80 kilometers (50 miles) west of Tokyo on a highway that links the capital to central Japan. The tunnel opened in 1977 and is one of many in the mountainous country.

The search was suspended Monday morning while the highway operator does work to support the remaining slabs in the ceiling, said Jun Goto, an official at the Fire and Disaster Management Agency. It's expected to resume by afternoon.

Goto said it's not clear if there are other survivors.

Police and the highway operator Central Japan Expressway Co. were investigating why the concrete slabs collapsed. An inspection of the tunnel's roof in September found nothing amiss, according to Satoshi Noguchi, a company official.

An estimated 270 concrete slabs, each weighing 1.4 metric tons (1.54 short tons), suspended from the arched roof of the tunnel fell over a stretch of about 110 meters (120 yards), Noguchi said.

The operator was exploring the possibility that bolts holding a metal piece suspending the panels above the road had become aged, he said. The panels, measuring about 5 meters (16 feet) by 1.2 meters (4 feet), and 8 centimeters (3 inches) thick, were installed when the tunnel was constructed in 1977.

Company President and CEO Takekazu Kaneko said that the company was inspecting other tunnels of similar structure, including a parallel tunnel for traffic going in the opposite direction. Both sections of the highway were shut down indefinitely.

Two people suffered injuries in the collapse.

MIAMI (AP) ? At Miami International Airport, two large signs warn drivers of large vehicles not to pass beneath the 8-foot-6 inch concrete overpass. Authorities say two passengers are dead and others have been critically injured after a too-tall charter bus smashed into the overpass, crumpling metal.

One of the signs attached to the top of the concrete barrier reads: "High Vehicle STOP Turn Left." The other, placed to the left of the driveway and several feet in front of the barrier, says all vehicles higher than the 8-foot-6 threshold must turn left.

Authorities said the large, white bus carrying 32 members of a church group hit the overpass after the driver got lost Saturday, killing two male passengers and leaving three other passengers critically injured.

Airport spokesman Greg Chin said the bus was too tall for the entrance to the arrivals area and that buses are supposed to go through the departures area because of its higher clearance.

The bus was going about 20 mph when it struck the overpass Saturday morning, Chin added. News photographs showed the front of the vehicle's rooftop crumpled beneath the overpass.

Osvaldo Lopez, an officer with the Miami-Dade Aviation Department, said he heard a loud noise Saturday morning and rushed to help. He said he went inside the bus and found several passengers tossed into the center aisle. He said the passengers, many of whom were elderly, remained calm.

"It was just very bloody," he added.

Police said that one man, Serafin Castillo, 86, of Miami, died at the scene. A second man identified by authorities as Francisco Urana, 56, also of Miami, died later at a hospital.

Chin said passengers told him they were part of a group of Jehovah's Witnesses headed to West Palm Beach. Police said in a news release that the group had chartered the bus to take them to a church convention there.

The group was made up of congregation members of Sweetwater's Kingdom Hall of Jehovah's Witnesses, said Sweetwater Mayor Manny Marono.

"This is a tragic accident that has affected many families, as well as, our Sweetwater family," Marono said in a statement.

A phone number listed for the center in Sweetwater went unanswered in the hours after the crash.

Three people were at hospitals in critical condition. The other 27 surviving passengers were hurt, but their injuries were less extensive, authorities said.

Eight of the 14 patients initially taken to Ryder Trauma Center at Jackson Memorial Hospital were in stable condition while two others were in critical, said hospital spokeswoman Lidia Amoretti. Local reports said three people with lesser injuries were later released.

A majority of the injuries were facial due to the frontal impact, said Miami-Dade Police spokesman Det. Alvaro Zabaleta.

He said the driver was not familiar with the airport area and it was too early to say if charges would be filed. Investigators said they had conducted interviews Saturday with the driver, who suffered minor injuries.

"The preliminary info tells us that he wasn't too familiar with the area surrounding the airport, and that's what led him to take perhaps the wrong ramp that led him onto the property of the airport, and because of not being familiar with the airport, did not know or really see the height requirement in order for that bus to clear the overpass," Zabaleta said.

The bus was privately owned and typically used for tours, authorities said.

Markings on the bus show it was owned by Miami Bus Service Corp.

The company owns three motor coaches, according to the records. Miami Bus Service Corp. officials did not immediately respond to a phone message Saturday.

Federal Motor Carrier Safety Administration records found online show the company has had no violations for unsafe driving or controlled substances and alcohol. It also had not reported any crashes in the two years before Oct. 26, 2012.

The records show it did receive three citations related to driver fatigue in April 2011.

GSK hopes for 14 new drug successes in 2013-14

LONDON (Reuters) - GlaxoSmithKline expects to have pivotal clinical trial results on up to 14 medicines in the next two years, including two new products which - if they work - could change the way cancer and heart disease are treated.

Unveiling the next wave of its pipeline on Monday, Britain's biggest drugmaker said it was now developing a broader range of drugs than in the past, as it moves away from the industry's traditional focus on "blockbusters".

Some of the new medicines will be relatively small commercially but a handful have the potential to become multibillion-dollar-a-year sellers.

GSK is banking on the pipeline to revive its business after it failed to grow sales this year as hoped, due to steep pressure on drug prices in austerity-hit Europe.

Chief Executive Andrew Witty said he did not expect any significant increase in costs as a result of the roll out of new products and GSK would continue to look for ways to increase efficiency across the business.

"We feel very comfortable, particularly through 2013 and into 2014, that we can manage both with a broadly flat R&D budget and also without significant increases in our commercial organization," he said.

Key experimental drugs that will have results from final-stage Phase III clinical trials in 2013 and 2014 include the heart drug darapladib and therapeutic cancer vaccine MAGE-A3, the company said in a briefing to investors and analysts.

Both drugs are potentially high-reward but also high-risk, since they represent new medical approaches, and analysts have been reluctant to attribute substantial sales forecasts to either.

GSK acquired full rights to darapladib after buying Human Genome Sciences for $3 billion earlier this year. The jury is still out on whether the way it works, by targeting an enzyme called Lp-PLA2, actually reduces heart attacks and strokes.

Other compounds GSK believes have considerable promise include mepolizumab for severe asthma and two drugs against rare diseases - drisapersen for Duchenne muscular dystrophy and migalastat for Fabry's disease.

Rare diseases offer small markets with high prices and are an increasing focus for large pharmaceutical companies who want to spread their bets amongst mass-market and niche therapeutic areas.

"Our strategy is to broaden the number of things coming through late-stage development by not focusing on the blockbuster model," head of drug development Patrick Vallance told Reuters.

"Within this strategy, there will be things that turn out to be very big indeed. What the world has not been good at doing is spotting which ones they are early on."

In the last two years, GSK has reported Phase III results on 12 assets, of which 10 have been broadly positive, and Vallance said the breadth of the company's pipeline was encouraging for the future - especially as many drugs were now being developed more rapidly than in the past.

"The reliability of that flow looks extremely compelling," he said.

    Petite but proven: Women pass elite Army course

    While the Pentagon brass and U.S. military leaders are struggling over how to bring women into ground combat training, two young female soldiers have already proven they've got what it takes to join their male counterparts on the battlefield.

    1st Lt. Audrey Moton and 2nd Lt. Carley Turnnidge, both West Point graduates, took on the Army's Sapper Leader Training course for combat engineers at Fort Leonard Wood in Missouri.? It's one of the toughest combat training courses in the entire U.S. military and the only course of its kind that accepts women.? Since 1999, nearly 60 women have made the grade.

    Moton at 5'6'', and Turnnidge, barely reaching 5'4'', faced 28 grueling days of physical torture with little sleep or food.? But that was only half the challenge.? Training alongside 36 larger, more muscular male soldiers, both instinctively felt that as women they had to prove they could hold their own.? They did.

    Turnnidge, a high school and West Point soccer star, went above and beyond the call.? After failing in tactical operations in her first try, remarkably, she took the course twice -- 56 straight days without a break.? In a training swim, Turnnidge had to drag her exhausted male partner back across the lake.? Moton vigorously trained to get in shape before she ever got to the course and believes she and Turnnidge actually motivated the men. "They'd think, 'Wait, I don't wanna get beat by a girl.' Well, then run faster," she said. "I'm not going to stop."

    While women are permitted to fly fighter jets and attack helicopters in combat missions, Pentagon policy prohibits female soldiers and Marines from serving in direct ground combat roles.? In the past 11 years of?guerrilla-style combat in Iraq and Afghanistan, those battle lines were essentially erased.? More than 130 female service members were killed and 800 wounded.? This week the American Civil Liberties Union filed a federal lawsuit to lift the ban on women in combat.

    Both Moton and Turnnidge passed the course and earned the coveted title "SAPPER."? While it will likely open doors for future promotions and positions of leadership, they have no illusions they'll ever see ground combat themselves,? but believe they're helping pave the way for other female soldiers in the future. "It sets me apart from my peers," Turnnidge said,?"and over time more women will be able to prove themselves."

    Moton is convinced with proper training and personal commitment, women will inevitably see duty in ground combat. "Down the road, we'll see many more women doing this. We're gettin' there."

    McDowell clings to a 2-shot lead at Sherwood

    THOUSAND OAKS, Calif. (AP) ? Graeme McDowell rolled in two long putts early in the round Saturday and ran his streak to 29 holes without a bogey on his way to a 4-under 68 and a two-shot lead over Keegan Bradley going into the final round of the World Challenge.

    McDowell hasn't won anywhere in the world since he rallied from four shots behind and beat Tiger Woods in a playoff at this event two years ago, capping off a dream season in which he won the U.S. Open and the decisive match for Europe in the Ryder Cup.

    This time, he'll be the one protecting a lead.

    Bradley said he had to cope with more fallout on the proposed ban of the belly putting stroke when one man in the gallery called him a "cheater." It doesn't take much to motivate the former PGA champion, and it didn't keep him from a 67 that put him in the final pairing with McDowell.

    "It's very disrespectful, but it's fine with me," Bradley said. "I've got to try to look at it as motivation to help me try to win this tournament."

    Woods, the tournament host and five-time champion at Sherwood Country Club, kept himself in the game. Even though Woods failed to birdie any of the five par 5s, he picked up a pair of birdies on the final two par 3s and added a third to salvage a 69 that left him five shots behind.

    "I'm going to have to shoot a low one tomorrow and see what happens," Woods said.

    McDowell was at 13-under 203, and will try to win from the front for the first time since the 2008 Scottish Open at Loch Lomond. His specialty of late has been rallying on the last day ? four shots behind at the World Challenge, three shots behind at the U.S. Open at Pebble Beach, four shots behind at the Wales Open, all of those in 2010.

    "I'm not sure how many times I've won from the front," McDowell said. "Hopefully, I'll add one tomorrow."

    On another overcast day with a light drizzle, McDowell picked up a pair of birdies he wasn't expecting.

    He laid up on the par-5 second hole and hit his wedge with two much spin, the ball rolling back down a pair of tiers that left him some 40 feet away. He rolled that in for a birdie, and then holed about a 25-foot birdie putt on No. 4. McDowell's best swing of the day came at the ninth, with the pin at the far back of the green. He hit a 6-iron to about 6 feet for birdie, and picked up his fourth birdie with a two-putt on the 11th, the one par 5 he can reach in two.

    The damp conditions all week have made some of the par 5s difficult to reach, even for some of the longer hitters, and birdies are no longer sure things. Woods found that out the hard way, mainly by missing the fairway off the tee and making it difficult to get home in two. But he closed strong, and still has an outside chance.

    Bo Van Pelt had a 70 and was tied with Woods at 8-under than 208. Jim Furyk was another shot behind after trading three birdies with three bogeys for a 72.

    Bradley and McDowell are the only players to post all three rounds in the 60s.

    Bradley has been the center of attention all week, especially after the USGA and the R&A proposed a new rule on anchored strokes that would keep him from using the belly putter. The rule is not to take effect until 2016 at the latest, but some fans are passionate against it.

    Already this week, Bradley told of getting a tweet from some follower who advised him to apply for a job at Burger King in 2016. And then he told of the man who told him he was cheating, which was unusual for Bradley because he can't ever recall getting heckled.

    "There's always going to be people who are negative," he said.

    The primary focus is catching up to McDowell, who is starting to feel right at home in the foothills of Conejo Valley. The runner-up finish in 2009 earned him enough ranking points that eventually got him into the U.S. Open, which he won for his first major, and that win assured him a spot in the Ryder Cup.

    He won again in California with his comeback against Woods at Sherwood.

    McDowell's only regret Saturday was not making another birdie after the 11th hole, although the pars didn't hurt him.

    "I played disciplined golf to some of those tighter pins," McDowell said. "Couldn't seem to get anything to drop, but two shots ahead going into Sunday, I'll take that any week, anywhere, any time, and it's right where you need to be."
