Clint Eastwood's daughter named Miss Golden Globe

LOS ANGELES (TheWrap.com) - Hooray for nepotism.

One of Clint Eastwood's daughters, Francesca Eastwood, has been named Miss Golden Globe for this January's awards show. She joins a long list of celebrity offspring including Rumer Willis (Demi Moore and Bruce's little girl) and Lorraine Nicholson (the apple of Jack's eye) in receiving the honor. Other past Miss Gold Globes include Melanie Griffith (daughter of Peter Griffith and Tippi Hedren) and Laura Dern (daughter of Bruce Dern and Diane Ladd).

Francesca Eastwood is the daughter of Eastwood and actress Frances Fisher. She is the second Eastwood to become a Miss Golden Globe - her half sister Kathryn Eastwood, daughter of Clint Eastwood and Jacelyn Reeves, received the title in 2005.

"I have watched the Golden Globes ceremonies since I was a little girl, and it means so much to me to be a part of one of Hollywood's most illustrious events," Francesca Eastwood said in a statement.

The 19-year-old actress has appeared in her father's movies, including "True Crime," and can currently be seen on the E! reality show "Mrs. Eastwood and Company," which shows her living a life of Carmel-by-the-Sea opulence along with her famous family and the South African band Overtone.

The duties of a Miss Golden Globe are somewhat nebulous, but they involve assisting with the highly rated awards show, cooking up a cure for world hunger and working on a vaccine for avian flu (OK, some of that may not be true).

Wave of attacks in Iraq kills at least 30 people

BAGHDAD (AP) ? Officials say a wave of bombings in two Shiite Iraqi cities south of Baghdad has killed at least 30 people and wounded up to 110 others.

The deadliest of Thursday's attacks was in the city of Hillah where a police officer said back-to-back explosions in a busy commercial area killed 24 people and wounded up to 90. He says the attack started with a roadside bombing that was followed by a car bomb explosion when rescuers rushed to the scene.

Another police officer says a car bomb blast at the gates of the nearby city of Karbala killed six people and wounded 20 just hours earlier.

Two health officials confirmed the causality figures. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

(AP) ? Andrei Mandrykin, an inmate at Prison No. 85 outside Kiev, has HIV. He looks ghostly and much older than his 35 years. But Mandrykin is better off than tens of thousands of his countrymen, because is he receiving treatment amid what the World Health Organization says is the worst AIDS epidemic in Europe.

Ahead of World AIDS Day on Saturday, international organizations have urged the Ukrainian government to increase funding for treatment and do more to prevent HIV from spreading from high-risk groups into the mainstream population, where it is even harder to manage and control.

An estimated 230,000 Ukrainians, or about 0.8 percent of people aged 15 to 49, are living with HIV, the virus that causes AIDS. Some 120,000 are in urgent need of anti-retroviral therapy, which can greatly prolong and improve the quality of their lives. But due to a lack of funds, fewer than a quarter are receiving the drugs ? one of the lowest levels in the world.

Ukraine's AIDS epidemic is still concentrated among high-risk groups such as intravenous drug users, sex workers, homosexuals and prisoners. But nearly half of new cases registered last year were traced to unprotected heterosexual contact.

"Slowly but surely the epidemic is moving from the most-at-risk, vulnerable population to the general population," said Nicolas Cantau of The Global Fund to Fight AIDS, Tuberculosis and Malaria, who manages work in Eastern Europe and Central Asia. "For the moment there is not enough treatment in Ukraine."

Stigma is also a big problem for those with HIV in Ukraine. Liliya, a 65-year-old woman who would give only her first name, recently attended a class on how to tell her 9-year-old great-granddaughter that she has HIV. The girl, who contacted HIV at birth from her drug-abusing mother, has been denied a place in preschool because of her diagnosis.

"People are like wolves, they don't understand," said Liliya. "If any of the parents found out, they would eat the child alive."

While the AIDS epidemic has plateaued elsewhere in the world, it is still progressing in Eastern Europe and Central Asia, according to Cantau. Nearly 21,200 new cases were reported in Ukraine in 2011, the highest number since the former Soviet republic registered its first case in 1987, and a 3 percent increase over 2010. As a result of limited and often delayed treatment, the number of AIDS-related deaths grew 17 percent last year to about 3,800.

Two years ago, Mandrykin, the prisoner, was on the verge of becoming part of that statistic, with his level of crucial CD4 immune cells ? a way to measure the strength of the immune system ? dropping to 11. In a healthy person, the CD4 count is usually over 600.

"I was lying in the hospital, I was dying," said Mandrykin, who is serving seven years for robbery, his fourth stint in jail. "It's a scary disease."

After two years of treatment in a small prison clinic, his CD4 count has risen to 159 and he feels much better, although he looks exhausted and is still too weak to work in the workshop of the medium-security prison.

The Ukrainian government currently focuses on testing and treating standard cases among the general population. The anti-retroviral treatment of more than 1,000 inmates, as well as some 10,000 HIV patients across Ukraine who also require treatment for tuberculosis and other complications and all prevention and support activities, are paid for by foreign donors, mainly the Global Fund.

The Global Fund is committed to spending $640 million through 2016 to fight AIDS and tuberculosis in Ukraine and then hopes to hand over most of its programs to the Ukrainian government.

Advocacy groups charge that corruption and indifference by government officials help fuel the epidemic.

During the past two years, Ukrainian authorities have seized vital AIDS drugs at the border due to technicalities, sent prosecutors to investigate AIDS support groups sponsored by the Global Fund and harassed patients on methadone substitution therapy, prompting the Global Fund to threaten to freeze its prevention grant.

Most recently, Ukraine's parliament gave initial approval to a bill that would impose jail terms of up to five years for any positive public depiction of homosexuality. Western organizations say it would make the work of AIDS prevention organizations that distribute condoms and teach safe homosexual sex illegal and further fuel the epidemic. It is unclear when the bill will come up for a final vote.

AIDS drug procurement is another headache, with Ukrainian health authorities greatly overpaying for AIDS drugs. Advocacy groups accuse health officials of embezzling funds by purchasing drugs at inflated prices and then pocketing kickbacks.

Officials deny those allegations, saying their tender procedures are transparent.

Much also remains to be done in Ukraine to educate people about AIDS.

Oksana Golubova, a 40-year-old former drug user, infected her daughter, now 8, with HIV and lost her first husband to AIDS. But she still has unprotected sex with her new husband, saying his health is in God's hands.

"Those who are afraid get infected," Golubova said.

Twinkies maker Hostess ready for its big bake sale

NEW YORK (AP) ? The future of Twinkies is virtually assured.

Hostess Brands Inc. got final approval for its wind-down plans in bankruptcy court Thursday, setting the stage for its iconic snack cakes to find a second life with new owners ? even as 18,000 jobs will be wiped out.

The company said in court that it's in talks with 110 potential buyers for its brands, which include CupCakes, Ding Dongs and Ho Hos. The suitors include at least five national retailers such as supermarkets, a financial adviser for Hostess said. The process has been "so fast and furious" Hostess wasn't able to make its planned calls to potential buyers, said Joshua Scherer of Perella Weinberg Partners.

"Not only are these buyers serious, but they are expecting to spend substantial sums," he said, noting that six of them had hired investment banks to help in the process.

The update on the sale process came as Hostess also received approval to give its top executives bonuses totaling up to $1.8 million for meeting certain budget goals during the liquidation. The company says the incentive pay is needed to retain the 19 corporate officers and "high-level managers" for the wind down process, which could take about a year.

Two of those executives would be eligible for additional rewards depending on how efficiently they carry out the liquidation. The compensation would be on top of their regular pay.

The bonuses do not include pay for CEO Gregory Rayburn, who was brought on as a restructuring expert earlier this year. Rayburn is being paid $125,000 a month.

Hostess was given interim approval for its wind-down last week, which gave the company the legal protection to immediately fire 15,000 union workers. The company said the terminations were necessary to free up workers to apply for unemployment benefits. About 3,200 employees are being retained to help in winding down operations, including 237 employees at the corporate level.

The bakers union, Hostess' second-largest union, has asked the judge to appoint an independent trustee to oversee the liquidation, saying that the current management "has been woefully unsuccessful in its reorganization attempts."

Hostess had already said last week that it was getting a flood of interest from potential buyers for its brands, which also include Devil Dogs and Wonder bread. The company has stressed it needs to move quickly to capitalize on the outpouring of nostalgia sparked by its liquidation.

"The longer these brands are off the shelves, the less they're going to be valued," Scherer said Thursday in U.S. Bankruptcy Court in the Southern District of New York in White Plains, N.Y.

Last week, Scherer had noted that it was a "once-in-a-lifetime opportunity" for buyers to snap up such well-known products without the debt and labor contracts that would come with the purchasing the entire company. Although Hostess sales have been declining over the years, they still clock in at between $2.3 billion and $2.4 billion a year.

Scherer also said a surprising number of potential buyers have expressed interest in most of its three dozen factories.

The company's demise came after years of management turmoil and turnover, with workers saying the company failed to invest in updating its products. In January, Hostess filed for its second Chapter 11 bankruptcy in less than a decade, citing steep costs associated with its unionized workforce.

Although Hostess was able to reach a new contract agreement with its largest union, the Teamsters, the bakers union rejected the terms and went on strike Nov. 9. Hostess announced its plans to liquidate a week later, saying the strike crippled its ability to maintain normal production.

In court Thursday, an attorney for Hostess noted that the company is no longer able to pay retiree benefits, which come to about $1.1 million a month. Hostess stopped contributing to its union pension plans more than a year ago.

Toward the end of the hearing, a man who said he'd worked for Hostess for 34 years stood to give his objections to the wind-down plan, saying creditors shouldn't be paid when the company hasn't been making its contributions to workers' pension funds.

"I have traveled pretty far to get here," he said, noting that many of his co-workers didn't know how to get to the hearing and speak for themselves. "I just wanted to be heard."

Russian court bans "extremist" Pussy Riot video

MOSCOW (Reuters) - A Russian court ruled on Thursday that video footage of the Pussy Riot punk group protesting against President Vladimir Putin in a church was "extremist" and said it should be removed from websites.

The Moscow court said it had based its ruling on conclusions by a panel of experts who studied the footage, showing band members in colorful mini-skirts and ski masks dancing in front of the alter of Moscow's main Russian Orthodox cathedral.

Judge Marina Musimovich said the video "has elements of extremism, in particular there are words and actions which humiliate various social groups based on their religion".

Two of the band members, Maria Alyokhina and Nadezhda Tolokonnikova, are serving a two-year jail sentence over the performance last February. A third member, Yekaterina Samutsevich, had her sentence suspended on appeal.

The protest angered many Russian Orthodox Christians but Putin has been criticized by U.S. and European leaders over sentences they regard as disproportionate.

Bloomberg: New York City Homeowners To Get Post-sandy Property ...

New York - New York City homeowners whose houses were severely damaged by Superstorm Sandy will get an extra three months to pay their property taxes and could receive partial refunds under measures announced on Thursday by city officials.

The relief allows homeowners whose property taxes are due on Jan. 1 to delay payment until April 1 with no penalty, Mayor Michael Bloomberg and other city officials said in a joint statement.

Homeowners could also get a partial refund of property tax payments due in fiscal year 2013 because of lowered home values, but that measure must be approved by state lawmakers.

With an average expected rebate of $794 for the more than 900 properties eligible, the tab for the city could come to more than $714,000.

Current New York City property tax payments are calculated using assessments made in May 2012. As it swept ashore on Oct. 29, Sandy damaged or destroyed at least 305,000 houses in New York state, according to state estimates.

The city?s finance department said it plans to use post-Sandy property value assessments to calculate tax payments due in fiscal 2014.

Career speed bumps (much like their counterparts in the road) can take you by surprise. If you don't slow down to navigate and learn from them, they can trip you up again and again. Take not having the right credentials, one common career speed bump. It's easy to ignore if you are speeding along in your career with the same employer, but suddenly losing your job can send you careening out of control.

For example, I know a bank executive who had twenty years of great community banking experience, but no bachelor's degree. When his institution was bought out, no other bank would even consider him for a job. The same can be true if you are in an engineering job without the right credentials, or a senior finance job without an MBA or an advanced degree in finance. In fact, in recent years all careers have seen an escalation in the credentials needed to succeed. Recent college grads are having trouble because they don't have the technical or functional skills necessary for what used to be entry-level jobs. The likes of New York Times' Thomas Friedman and Richard P?rez-Pe?a agree that trend is only going to continue.

People tend to give the same excuses for not keeping their skills up to date: "I have the experience." "I just didn't have the time to get an MBA." But excuses like those don't matter in tight job markets where there are plenty of people out there looking for jobs ? and with the right credentials for those jobs.

If your speed bump is a lack of the right skills, it helps to first do a quick cost/benefit analysis to see if investing in an upgrade will be worth it. If you are within five years of retirement, it may not make sense. But if you plan on being in the job market for ten or more years, you should consider making the investment.

You don't have to invest in a lengthy degree program to stay competitive. There are alternatives, such as professional certificates, which offer programs on anything from 3D Animation to Zoo keeping. If you are in IT, for example, certifications like those found on the Ten Best IT Certifications can really improve your resume. If you are in Human Resources, you can improve your technical skills with the PHR and SPHR certifications offered by the Society for Human Resource Management. If you are looking to improve your management skills but can't swing an MBA, there are certificate programs at many colleges and universities across the country.

If you are looking for a degree instead of the certifications, you can always get some course credit from the work experience you have. In fact, at some colleges and universities, it is possible to combine past academic work and job experience with online or in-person courses to get the degree you need. One long-standing program like this is at Cambridge College in Massachusetts that has regional centers around the US. And once you start to look, you will find lots of many similar programs online. A word of advice: Before you sign up for an online degree, do your research. People seeking these "life experience" degrees are prime targets for scammers.

Another tip that many people don't realize is that you don't have to wait until you have your credentials to put them on your resume. If you are enrolled in a program, show it. For example: "Somewhere University, MBA, expected June, 2014" is perfectly acceptable, and absolutely counts with hiring managers.

My friend the banker put together the credentials to get his degree, and with only expected degree on his resume, got an executive position in a community bank. Now with his degree in hand, he is CEO.

Pressuring GOP, Obama takes his fiscal plan to Pa.

WASHINGTON (AP) ? President Barack Obama is taking his case for avoiding a potentially unsettling "fiscal cliff" to the Philadelphia suburbs, employing campaign-style tactics in hopes of mobilizing public support. The trip comes amid signs of impatience in the negotiations between Republican leaders and the White House.

Obama was scheduled to go to Hatfield, Pa., to pressure Republicans to allow tax increases on the wealthy while extending current Bush-era tax rates for households earning $250,000 or less.

White House officials believe Friday's trip will build momentum for the president's case, even as Republicans describe it as an irritant and an obstacle to fruitful talks.

Obama was to tour and speak at the Rodon Group manufacturing facility, showcasing the company as an example of a business that depends on middle-class consumers during the holiday season. The company manufactures parts for K'NEX Brands, a construction toy company whose products include Tinkertoy, K'NEX Building Sets and Angry Birds Building Sets.

His trip comes a day after Treasury Secretary Timothy Geithner met privately with congressional leaders and presented a proposal calling for $1.6 trillion in higher taxes over 10 years and immediate spending to help the unemployed and struggling homeowners. The proposal, which Democratic officials described as a negotiation's opening bid, includes plans for legislation in 2013 aimed at saving $400 billion over 10 years from Medicare and other benefit programs.

Administration officials said the offer constituted much of what Obama has suggested in budget proposals.

One new feature in the Geithner plan is a call for increasing the nation's debt limit without the need for congressional approval. Under last year's debt ceiling deal, Obama simply had to notify Congress that he was raising the debt ceiling, a move that could be blocked only if both houses of Congress approved resolutions of disapproval that Obama could veto. The administration is seeking a similar arrangement going forward.

Following a closed-door meeting with Geithner, House Speaker John Boehner, R-Ohio, declared "no substantive progress has been made between the White House and the House" in the two weeks since congressional leaders met with Obama at the White House.

"Unfortunately, many Democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit," Boehner said.

At the White House, presidential press secretary Jay Carney took on a confrontational tone, saying: "There can be no deal without rates on top earners going up."

"This should not be news to anyone on Capitol Hill. It is certainly not news to anyone in America who was not in a coma during the campaign season," he said.

The tenor of the public remarks, however, suggested the hard bargaining was about to begin. Four weeks remain before the year-end deadline and negotiations such as these often don't gel until time is running out.

For Obama, the trip to Pennsylvania is part of a strategy to press his case publicly even while negotiating privately. He has already met with small business owners and with middle-class families in separate White House events. He has also invited business and labor leaders to the White House as well as Democratic operatives who can echo his plans on the airwaves.

Obama meets with CEOs, middle income earners on ?fiscal cliff?

Obama planned to deliver a speech at 11:35 a.m. to press Congress to extend Bush-era tax cuts only for individuals with income up to $200,000 and families up to $250,000. He'll be surrounded by Americans who stand to be affected if those tax cuts are allowed to expire on January 1.

Obama wants to end the tax cuts for higher earners while preserving them for for the middle class. The White House says that "a typical middle class family of four" would pay Uncle Sam an additional $2,200 unless tax cuts are extended for them.

Obama campaigned for reelection arguing that tax cuts that chiefly benefit the richest Americans? must expire in order to save popular government programs that face the axe. Republicans want to extend the tax cuts for higher earners, insisting that a tax hike on that group will reduce investments that generate jobs at a time when the economy is still sputtering and unemployment remains high. The GOP has signaled it would be willing to consider boosting tax revenues as long as Democrats agree to overhaul popular entitlement programs like Medicare or Medicaid.

That $2,200 figure is the inspiration for #My2K, part of what the White House describes as an "online push" behind the president's approach. Obama has highlighted Twitter hashtags in past disputes with Republicans: #40dollars in the fight over the payroll tax holiday and #dontdoublemyrate in a feud over student loans.

The president, who spoke to top Republican and Democratic leaders over the weekend, was to make brief public remarks at the top of a meeting with his cabinet at 3 pm before huddling with senior executives from major American corporations.

Afghan Military Killings of American Troops Underscores Absurdity of Our Afghan Adventure

Nothing is sadder than dying at the hands of those you're sworn to protect.

In an article for the Los Angeles Times, David Zucchino writes about the incident at Kabul International Airport in April 2011 when an Afghan Air Force colonel killed nine Americans.

The nine killings remain the single deadliest incident among insider attacks that have targeted U.S. and coalition forces in Afghanistan. ? Although?insider attacks in Afghanistan are persistent ? at least 80 attacks and 122 coalition deaths since 2007 ? no single incident seems to have registered on the public consciousness in the United States. Few family members of those killed have spoken out.

Until now.

Widows of two of the dead officers [and] retired Air Force Lt. Col. Sally Stenton, a former civilian police investigator who was?a legal officer?assigned to the airport the day of the attack ? have pored over a redacted Air Force report, the Central Command report and a separate Air Force chronology.

They contend that the shooter, Afghan Air Force Col. Ahmed Gul

? had help from fellow Afghan officers. ? They point out that 14 Afghans were in the control room when Gul opened fire. None were killed or seriously wounded.

The U.S. Air Force investigation quoted Afghans as saying they fled or took cover when Gul opened fire. The reports, the three women said, indicated?the Afghans did not attempt to rescue or treat the wounded advisors.

Furthermore

The three women contend that the [U.S.] Air Force failed to uncover Gul's radicalization in Pakistan and Kabul ? and the vows he made to kill Americans.

Such killings make a senseless war such as Afghanistan that much more so. Questioning the U.S. Air Force may help to make sense out of it, at least it attaches a semblance of honor to the deaths.

Meanwhile, those who lost soldiers in Afghanistan and Iraq seek to make sense of their deaths by clinging to the belief that their loved ones died while defending the United States. But many of them know that the Iraq War was unjust and, even if they believe Afghanistan War was warranted, that it has passed its sell-by date. Nothing is more painful than acknowledging the truth of John Kerry's refrain, "How do you ask a man to be the?last man to die" in a war.

Should loved ones also eventually acknowledge the fruitlessness and injustice of those wars, some solace still remains. First, soldiers in any war fight, in large part, to protect (and avenge) their squad mates. Second, those who die are, in effect, occupational casualties. However quotidian it may seem, just like work itself, dying on the job has its own inherent dignity.

Fine clothes could be made from slimy hagfish threads

When threatened, ancient bottom-dwelling marine creatures known as hagfish can produce a milk-jug?s worth of gelatinous slime containing mucous and tens of thousands of protein threads. Researchers are investigating how to harvest those threads for use as petroleum-free textiles.

The protein threads secreted in the mucous of the ell-like hagfish have mechanical properties that rival those of spider silk, which is exceptionally strong for its weight and has the potential to out-perform petroleum-derived products such as Kevlar.

The problem with spiders is they ?cannot be farmed to yield high quantities of silk,? Atsuko Negishi, a research assistant in the integrative biology department at the University of Guelph, said in a news release. ?She?s leading the effort to make silky fibers from hagfish slime.

Her current research shows it is possible to make ?macroscopic? materials using proteins isolated from the slime. This isn?t enough to make the sort of fashionable bullet-proof body armor executives and celebrities wear on the streets of Bogot?, Colombia, but it?s a start.

Going forward, the team plans to study how to scale up production, as well as investigate how to use other hagfish proteins to make materials for medicine and industry.?

A paper on the research appeared earlier this fall in the journal Bio Macromolecules.

Patent Dispute May Halt BlackBerry Sales

A patent dispute between Nokia and RIM could ban BlackBerry sales.

The dispute centers around a WLAN (wireless local area network) patent owned by Nokia which allows RIM devices to connect to Wi-Fi networks.

RIM licensed a number of standards-essential patents from Nokia in 2003, thinking the patent in question was included in the deal. Nokia, however, did not think the patent was included in the bargain and on Wednesday a Swedish court agreed, ordering RIM to cease manufacturing and selling any WLAN products until it reaches a royalty agreement with Nokia to do so.

Nokia released the following statement explaining the issue:

?Nokia and RIM agreed [on] a cross-license for standards essential cellular patents in 2003, which was amended in 2008. In 2011, RIM sought arbitration, arguing that the license extended beyond cellular essentials. In November, the arbitration tribunal ruled against RIM. It found that RIM was in breach of contract and is not entitled to manufacture or sell WLAN products without first agreeing royalties with Nokia. In order to enforce the Tribunal?s ruling, we have now filed actions in the U.S., UK and Canada with the aim of ending RIM?s breach of contract.?

Regarding the issue, a RIM representative told Mashable, "Research In Motion has worked hard to develop its leading-edge BlackBerry technology and has built an industry-leading intellectual property portfolio of its own. RIM will respond to Nokia's petitions in due course."

With a manufacturing ban in place, RIM will likely expedite an agreement with Nokia to continue to use the patents. The company could also create a workaround for products that do not use Nokia?s WLAN patents, or choose to continue its court battle with the company.

Optimism for BlackBerry 10 -- the newest version of RIM's mobile operating system -- has sent the company's stock soaring over the past 30 days. BlackBerry 10 is expected to be released Jan. 30.

Boris seeks to boost London's HE image in India

Mr Johnson, who is visiting India as part of a trade mission, called on coalition ministers to protect London's status as a leading global centre for education.

He has written to the Theresa May, the home secretary and Vince Cable, the business secretary, urging that students are removed from the government's net migration target. Mr Johnson has also asked for new measures to be introduced to better protect genuine students if institutions lose their licences to sponsor visas.

Meanwhile, the mayor has asked the government to consider setting up an "Educational Exports Commission", which would promote London's universities abroad.

"International students not only bring bright ideas that cement the reputations of our leading universities, they have huge spending power that boosts the UK economy," he said.

"The government is right not to open the door to those who will simply be a drain on the state, but it's crazy that we should be losing India's top talent and the global leaders of the future to Australia and the United States."

Deutsche Bank faces Libor questions from German lawmakers

FRANKFURT (Reuters) - Deutsche Bank's compliance chief Stephan Leithner and former board member Hugo Baenziger face skeptical German lawmakers on Wednesday as parliamentarians seek answers about how banks manipulated global benchmark interest rates.

Birgit Reinemund, a lawmaker with the Free Democrats (FDP), invited Deutsche Bank to attend a parliamentary hearing as Berlin politicians join a raft of regulators and politicians trying to understand how some banks manipulated the London Inter Bank Offered Rate (LIBOR), a benchmark interest rates used to price trillions of dollars worth of contracts.

Parliamentarians had invited co-Chief Executive Anshu Jain, a former head of investment banking, but the lender decided to send board member Leithner in his place, sparking accusations that Jain has "chickened out.

Even Jain's former boss, Josef Ackermann, accused him of demonstrating a lack of leadership for not going to the hearing.

The move strains the already tense relationship between bankers, who prefer to keep out of the public eye, and politicians, who are eager to demonstrate their grip on the freewheeling world of global finance.

In the United States, Goldman Sachs Chief Executive Lloyd Blankfein faced a barrage of politically charged questions at a Senate Governmental Affairs Subcommittee about the causes of the financial crisis.

The manipulation of Libor burst into the headlines in June when British bank Barclays was fined a record $450 million by UK and U.S. authorities for allowing traders to manipulate rates during the 2007/08 credit crunch.

Deutsche Bank said in July initial findings from an internal probe into alleged rigging of global interest rates found that no members of the management board behaved inappropriately.

The probe revealed that two former Deutsche Bank traders may have been involved in colluding to manipulate global benchmark interest rates.

Libor rates submitted by banks are compiled by Thomson Reuters , parent company of Reuters, on behalf of the British Bankers' Association.

DC breaks ground for center at Vietnam Memorial

WASHINGTON (AP) ? Jill Biden and Defense Secretary Leon Panetta joined an effort Wednesday to build an education center at the Vietnam Veterans Memorial to tell the stories of generations of veterans killed in combat, including the wars in Iraq and Afghanistan.

They gathered with military families for a ceremonial groundbreaking on a site next to the Lincoln Memorial on the National Mall for the $85 million museum. Organizers still must raise $38 million before construction can begin.

The veterans group that built the Vietnam memorial wants to open the center in 2014, in time to welcome the last troops home from Afghanistan.

Jill Biden, the wife of Vice President Joe Biden, said it's important to have a place that explains what war memorials represent.

"There are many Americans who don't know anyone in the military," she said. "That's why the education center is so important to me. It will help ensure that our veterans will always be remembered, not just in name but by their actions."

Each of the 58,000 fallen soldiers listed on the Vietnam memorial wall will be pictured in the center with details about their lives. Some of the 400,000 mementos left at the memorial wall since it opened in 1982 will be displayed there, including Purple Hearts from both world wars, Korea and Vietnam.

The group that built the Vietnam memorial told The Associated Press earlier this year it is expanding the scope of the planned education center to honor more recent service members, well before they have a memorial of their own.

More than 6,600 U.S. soldiers killed since 9/11 will be pictured alongside their predecessors who served in Vietnam. Exhibits could feature the last battle flag brought home from Iraq and history dating back to the American Revolution.

Panetta said it will be a "new national landmark" by remembering all veterans, including the 9/11 generation, which has fought in the nation's longest time of warfare.

"The lessons of war that we have learned must never, ever be forgotten," Panetta said. "We also know today's veterans deserve a healing place of their own."

Retired Adm. Michael Mullen, a Vietnam veteran who served as Chairman of the Joint Chiefs of Staff during the wars in Iraq and Afghanistan, said the nation needs a place to foster greater understanding about war.

"To memorialize those who died in Iraq and Afghanistan so quickly, it just means a lot to the country, to the families, to the military," he told the AP. "Look how long it took to get the World War II Memorial ? that was just fairly recent."

Parents of soldiers who were killed in the most recent wars said having a place to honor their service will mean they won't be forgotten.

Michael McClung, a Vietnam veteran whose daughter Megan McClung was the first female U.S. Marine Corps officer killed in combat in Iraq in 2006, said everyone should learn about at least one fallen service member.

"We have a legacy of service, and we only ask that you remember us," he said. But McClung said he's worried people are already forgetting the nation's war history from the past decade.

"People are already beginning to forget why we were there (in Iraq)," he said. "Whether it was the right reason or the wrong reason is immaterial; we had a reason to go."

Janice Chance of Owings Mills, Md., clutched a framed photo of her son, Marine Corps Capt. Jesse Melton III, who died in 2008 in combat during an explosion in Afghanistan.

"Jesse, I know, would be happy to know that people remember," she said, "that his service was not taken for granted."

3 Calif men indicted in terror plot case

(AP) ? Three California men have been indicted on terrorism-related charges for allegedly plotting to kill Americans overseas.

An indictment filed Wednesday charges Ralph Deleon, Miguel Alejandro Santana Vidriales and Arifeen David Gojali with conspiracy to provide material support to terrorists. If convicted, they each could face up to 15 years in prison.

The three men were arrested earlier this month. Federal authorities say they planned to board a plane headed for Istanbul and eventually make their way to Afghanistan. Authorities allege the men were to meet up with a ringleader, 34-year-old American Sohiel Omar Kabir, who also is facing terrorism-related charges.

In a 77-page affidavit, which includes references to the group's online video conversations and audio recordings, federal officials say the men planned attacks on military bases overseas.

Mutual Funds For Non-Profits: Bright Funds Wants To Be The ...

When push-comes-to-shove, people love to donate, especially when they believe that their donation (be it money, time, food or possessions) will make a real difference. While online charity and fundraising platforms have made it easier than ever before to donate to causes, charities and non-profits, web-based philanthropy still has plenty of room for improvement.

Today, donors, especially those who have grown up in the Web 2.0 Era, are frustrated by the lack of enjoyable giving experiences on the Web. Not to mention that, with the accessibility of information on the Web today, donors want more accountability in their dealings with non-profits and, in turn, are more focused on outcomes. In other words, they want to know if (and how) their donations are making an impact.

This is the way Rutul Dav? and Ty Walrod have come to see the non-profit fundraising space and why they?re today launching Bright Funds ? a platform that aims to change the way people give to charity. Part of the new wave of ?venture for good operations,? Bright Funds seeks to differentiate itself from the competition by combining the social objectives of the non-profit world with elements of private investing to create what it hopes can be the ?Vanguard of charitable giving.?

The platform creates a set of ?mutual funds? comprised of between 10 and 15 non-profit organizations and allows users to invest in these funds, while building personalized investment portfolios centered around particular causes. At launch, the startup?s mutual funds focus on four areas: Poverty relief, water, education and the environment. The education fund, for example, includes non-profits like Teach For America, the KIPP Foundation, Jumpstart and iMentor and groups its chosen organizations into groups, like ?Resources and Infrastructure? or ?Accessible Education.?

Each of the non-profits falls into one of the subgroups (or ?facets?), with the premise being that users can invest more holistically in education, touching on each of its major categories, rather than focusing all of their investments in one area, like Resources and Infrastructure. Users can also pick and choose between the non-profits offered by Bright Funds, investing in two from one group, three from another and so on.

The idea, Walrod tells us, is to give a more personalized feel to charitable donations, allowing users to curate their investments in a portfolio allocating 60 percent of their donations to water and 40 percent to education, for example, just as they would when investing in the public markets.

In turn, this means that, in a single transaction (of any amount, Bright Funds doesn?t limit donations on either end), users can have their contribution evenly spread among the selected non-profits in each fund. If investors want to double their contribution to water, Bright Funds automatically disperses that among users? portfolio companies and donors can make one-time or recurring investments.

As to cost, at launch, opening and maintaining a Bright Funds account is free and donations are fully tax deductible. The startup generates receipts for users, which are available once investments are made and can be accessed from any Bright Funds account. On the non-profit side, Bright Funds charges a ?fundraising fee? of 7.5 percent from its organizations, which covers credit card processing and transaction fees and so on. At this point, donors can?t yet pay directly from their bank accounts, but the startup hopes to add this support in the coming months.

Another cool feature of the service is that it offers one-click tax reporting, so, because it tracks every dollar given to non-profits, at the end of the year (or at any time), Bright Funds can generate a free report that donors can use as a record of giving for the year.

In these ways, Bright Funds really does start to feel like a non-profit, tax deductible version of private investing and asset management. Walrod says he likes to think of Bright Funds as a broker and users? donations as their investment in a mutual fund, with each tailored to ?investment objectives? ? being in this case, rather than your own financial goals, the causes users want to support.

So, like any good broker, asset management service or financial provider, Bright Funds wants to channel the noise that?s inherent to the market as a whole into signal, surfacing the best investment opportunities. For Bright Funds, this means whittling the million-odd non-profits in the U.S. down to the cream of the crop.

To do so, the startup has used research and reviews from independent organizations like GiveWell, Charity Navigator, Philanthropedia and the American Institute of Philanthropy to select its first 50 non-profits. (However, it will be adding two additional funds and a handful of new non-profits beginning in 2013.) It?s a good first step, but overcoming the lack of trust surrounding charitable giving is likely going to require additional data sources.

To that point: Across the board, users want to know how their donations are actually affecting the organizations or causes they give to, so as part of its personal accounts, Bright Funds offers a streaming feed (a la Facebook?s news feed) that enables non-profits to keep their donors up-to-date on outcomes.

For example, if a user chooses to donate to Water.org as part of the startup?s ?Water Fund,? Water.org will be able to share progress reports, showing them that their donation went towards building a well in rural Bangladesh, which, in turn, allowed 15 families to get access to clean water for the first time. The non-profit could then introduce the donor to those 15 families, allowing them to feel like they?re more active participants in the process and to see how, in detail, their charity is making a difference.

Beyond this social integration (which also allows users to share their portfolio with friends and family on Facebook and other social networks, including Yammer), Bright Funds offers employers a cloud-based, secure tool that they can integrate into payroll or employee benefit systems. The idea being to enable companies to match their employees? donations, while limiting IT costs and making it easy for employees to manage their accounts and for businesses to deploy this functionality without the overhead.

Bright Funds has raised $500K+ in seed funding to date and, while the round was initially closed, the founders have decided to continue bringing on investors. Call it a bridge round. The startup?s investors include Hattery, the San Francisco-based innovation and idea lab, as well as angels like Samasource founder and CEO Leila Janah ? to name a few. Janah also serves as an advisor to Bright Funds.

Bitter struggle over Internet regulation to dominate global summit

An unprecedented debate over how the global Internet is governed is set to dominate a meeting of officials in Dubai next week, with many countries pushing to give a United Nations body broad regulatory powers even as the United States and others contend such a move could mean the end of the open Internet.

The 12-day conference of the International Telecommunications Union, a 157-year-old organization that's now an arm of the United Nations, largely pits revenue-seeking developing countries and authoritarian regimes that want more control over Internet content against U.S. policymakers and private Net companies that prefer the status quo.

Many of the proposals have drawn fury from free-speech and human-rights advocates and have prompted resolutions from the U.S. Congress and the European Parliament, calling for the current decentralized system of governance to remain in place.

While specifics of some of the most contentious proposals remain secret, leaked drafts show that Russia is seeking rules giving individual countries broad permission to shape the content and structure of the Internet within their borders, while a group of Arab countries is advocating universal identification of Internet users. Some developing countries and telecom providers, meanwhile, want to make content providers pay for Internet transmission.

Fundamentally, most of the 193 countries in the ITU seem eager to enshrine the idea that the U.N. agency, rather than today's hodgepodge of private companies and nonprofit groups, should govern the Internet. The ITU meeting, which aims to update a longstanding treaty on how telecom companies interact across borders, will also tackle other topics such as extending wireless coverage into rural areas.

If a majority of the ITU countries approve U.N. dominion over the Internet along with onerous rules, a backlash could lead to battles in Western countries over whether to ratify the treaty, with tech companies rallying ordinary Internet users against it and some telecom carriers supporting it.

In fact, dozens of countries including China, Russia and some Arab states, already restrict Internet access within their own borders, but those governments would have greater leverage over Internet content and service providers if the changes were backed up by international agreement.

Amid the escalating rhetoric, search king Google last week asked users to "pledge your support for the free and open Internet" on social media, raising the specter of a grassroots outpouring of the sort that blocked American copyright legislation and a global anti-piracy treaty earlier this year.

Google's Vint Cerf, the ordinarily diplomatic co-author of the basic protocol for Internet data, denounced the proposed new rules as hopeless efforts by some governments and state-controlled telecom authorities to assert their power.

"These persistent attempts are just evidence that this breed of dinosaurs, with their pea-sized brains, hasn't figured out that they are dead yet, because the signal hasn't traveled up their long necks," Cerf told Reuters.

The ITU's top official, Secretary-General Hamadoun Tour?, sought to downplay the concerns in a separate interview, stressing to Reuters that even though updates to the treaty could be approved by a simple majority, in practice nothing will be adopted without near-unanimity.

"Voting means winners and losers. We can't afford that in the ITU," said Tour?, a former satellite engineer from Mali who was educated in Russia.

Tour? predicted that only "light-touch" regulation on cyber-security will emerge by "consensus," using a deliberately vague term that implies something between a majority and unanimity.

He rejected criticism that the ITU's historic role in coordinating phone carriers leaves it unfit to corral the unruly Internet, comparing the Web to a transportation system.

"Because you own the roads, you don't own the cars and especially not the goods they are transporting. But when you buy a car you don't buy the road," Tour? said. "You need to know the number of cars and their size and weight so you can build the bridges and set the right number of lanes. You need light-touch regulation to set down a few traffic lights."

Because the proposals from Russia, China and others are more extreme, Tour? has been able to cast mild regulation as a compromise accommodating nearly everyone.

Two leaked Russian proposals say nations should have the sovereign right "to regulate the national Internet segment." An August draft proposal from a group of 17 Arab countries called for transmission recipients to receive "identity information" about the senders, potentially endangering the anonymity of political dissidents, among others.

A U.S. State Department envoy to the gathering and Cerf agreed with Tour? that there is unlikely to be any drastic change emerging from Dubai.

"The decisions are going to be by consensus," said U.S. delegation chief Terry Kramer. He said anti-anonymity measures such as mandatory Internet address tracing won't be adopted because of opposition by the United States and others.

"We're a strong voice, given a lot of the heritage," Kramer said, referring to the U.S. invention and rapid development of the Internet. "A lot of European markets are very similar, and a lot of Asian counties are supportive, except China."

Despite the reassuring words, a fresh leak over the weekend showed that the ITU's top managers viewed a badly split conference as a realistic prospect less than three months ago.

The leaked program for a "senior management retreat" for the ITU in early September included a summary discussion of the most probable outcomes from Dubai, concluding that the two likeliest scenarios involved major reworkings of the treaty that the United States would then refuse to sign. The only difference between the scenarios lay in how many other developed countries sided with the Americans.

ITU officials didn't dispute the authenticity of the document, which was published by Jerry Brito, a researcher at the Mercatus Center at George Mason University as part of a continuing series of ITU-related leaks.

Tour? said that because the disagreements are so vast, the conference probably will end up with something resembling the ITU's earlier formula for trying to protect children online ? an agreement to cooperate more and share laws and best practices, perhaps with hotlines to head off misunderstandings.

"From Dubai, what I personally expect is to see some kind of principles saying cyberspace is a global phenomenon and it can only have global responses," Tour? said. "I just intend to put down some key principles there that will lay the seeds for something in the future."

Even vague terms could be used as a pretext for more oppressive policies in various countries, though, and activists and industry leaders fear those countries might also band together by region to offer very different Internet experiences.

In some ways, the U.N. involvement reflects a reversal that has already begun.

The United States has steadily diminished its official role in Internet governance, and many nations have stepped up their filtering and surveillance. More than 40 countries now filter the Net that their citizens see, said Ronald Deibert, a University of Toronto political science professor and authority on international conflicts in cyberspace.

Google Executive Chairman Eric Schmidt said this month that the Net is already on the road to Balkanization, with people in different countries getting very different experiences from the services provided by Google, Skype and others.

This month, a new law in Russia took effect that allows the federal government to order a website offline without a court hearing. Iran recently rolled out a version of the Internet that replaced the real thing within its borders. A growing number of countries, including China and India, order sites to censor themselves for political, religious and other content.

China, which has the world's largest number of Internet users, also blocks access to Facebook, YouTube and Twitter among other sites within its borders.

The loose governance of the Net currently depends on the non-profit ICANN, which oversees the Web's address system, along with voluntary standard-setting bodies and a patchwork of national laws and regional agreements. Many countries see it as a U.S.-dominated system.

The U.S. isolation within the ITU is exacerbated by it being home to many of the biggest technology companies???and by the fact that it could have military reasons for wanting to preserve online anonymity. The Internet emerged as a critical military domain with the 2010 discovery of Stuxnet, a computer worm developed at least in part by the United States that attacked Iran's nuclear program.

Whatever the outcome in Dubai, the conference stands a good chance of becoming a historic turning point for the Internet.

"I see this as a constitutional moment for global cyberspace, where we can stand back and say, `Who should be in charge?' said Deibert. "What are the rules of the road?"
